Kabale Deputy CAO Robert Mugabe Assumes Office as Acting Chief Administrative Officer

The Kabale Deputy Chief Administrative Officer, Robert Mugabe, has officially assumed office as the Acting Chief Administrative Officer (CAO) following the transfer of the former CAO, Ronald Mutegeki, to Luuka District.
Mugabe takes over the position on an interim basis for a period of six months, in accordance with a letter from the Permanent Secretary, Ministry of Local Government. The transfer of Mutegeki was communicated in a letter dated 23rd December 2025, signed by the Permanent Secretary, Ben Kumumanya.
The official handover ceremony was held at the Kabale District Rukiiko Hall, where the Kabale District Chairperson, Nelson Nshangabasheija, handed over office keys, the official stamp, and the handover report to the incoming Acting CAO.
Speaking during the ceremony, Nshangabasheija commended the Ministry of Local Government for appointing Mugabe, noting that his one and a half years of service as Deputy CAO in Kabale District had equipped him with sufficient knowledge of the district’s operations and service delivery needs. He called upon the district’s technical staff to fully support Mugabe in order to enhance service delivery across the district.
In his acceptance speech, Mugabe pledged to prioritize timely reporting and strict adherence to deadlines, instill discipline among staff with emphasis on professionalism, attendance, and smartness, enhance local revenue collection, and improve the district’s performance in assessments conducted by the Office of the Prime Minister.
Presiding over the handover, the Kabale Resident District Commissioner, Maj. Godfrey Katamba, cautioned staff against intrigue and internal conflicts, warning that such practices could undermine service delivery. He further emphasized accountability, value for money, and the need for efficient and effective service delivery.
