Kabale District Posts Strong Development Gains in the 2024/25 Fiscal Year, Sets Ambitious Vision for the New Financial Year.

Kabale District has reported substantial progress across several sectors during the 2024/2025 financial year, positioning itself as a national development leader despite ongoing social and environmental challenges.

 

Delivering the State of the District Address during a council meeting at the District Council Hall, District Chairperson Nelson Nshangabasheija presented a comprehensive performance report that highlighted infrastructure expansion, administrative efficiency, improved health indicators, and environmental action.

 

National Recognition and Leadership Engagement

Kabale’s development strides earned it a spot as the 4th best-performing district in Uganda during the national performance assessment. This recognition was further reinforced by high-profile visits from President Yoweri Museveni, Vice President Jessica Alupo, and other top government officials—signaling Kabale’s growing strategic importance.

 

Infrastructure and Service Delivery Milestones

The district completed several major infrastructure projects, including: The renovation of the District Headquarters (Phase One), construction of a new administration block in Kitumba Sub-county, and allocation of UGX 470 million to extend solar-powered water systems to Kitooma Health Centre III in Rubaya Sub-county.

 

In the health sector, Kabale achieved impressive service delivery targets: 83% of women received four antenatal care (ANC) visits, 83% of all deliveries occurred in health facilities, Over 94% of children received Vitamin A supplementation and deworming and 100% TB case notification was recorded.

 

Environmental and Financial Initiatives

In response to increasing climate-related risks, the district organized a successful Environmental Day at Kigezi High School Primary Playground to raise awareness on conservation.

 

On the financial front: the district prepared and submitted audited final accounts for 2023/2024 and semi-annual accounts for 2024/2025 and developed a Local Revenue Enhancement Plan valued at UGX 1.2 billion to boost local financing for service delivery.

 

Nshangabasheija noted that ahead to the 2025/2026 fiscal year, the District plans to align its development priorities with Uganda’s Vision 2040 and the National Development Plan, focusing on, Agro-industrialization, tourism and private sector growth, Natural resource management, urbanization and infrastructure development and Human capital improvement

 

The district has set a projected budget of approximately UGX 59 billion for these programs. Chairperson Nshangabasheija called for unity, calmness, and collective action among political leaders, councilors, technical staff, and development partners to build on current progress and address lingering issues.

 

“Together, we can consolidate our gains, tackle our challenges head-on, and deliver quality services that transform lives in Kabale,” he stated
