Kabale District Celebrates Landmark Improvement in Service Delivery Rankings

The Office of the Prime Minister has officially released the 2024/2025 National Performance Assessment results, with Kabale District securing the 4th position nationwide, a remarkable leap from 75th place in the previous financial year.
The results were disseminated today during a meeting held at the Kabale District Rukiiko Hall, attended by both technical and political leaders. Speaking at the event, the Deputy Chief Administrative Officer, Robert Mugabe, hailed the achievement as a product of teamwork and commitment. He commended departmental and sector heads, as well as sub-county chiefs, for their dedication, noting that the district is now aiming for the top spot in the next assessment.
Representing the Public Procurement and Disposal of Public Assets Authority (PPDA), Lydia Kwesiga, Manager Compliance Monitoring and team leader of the assessment, emphasized the value of the national evaluation in strengthening local government service delivery. She applauded Kabale’s achievement and noted that Western Uganda districts continue to excel, with eight of the country’s top ten performers and 22 of the best 50 coming from the region.
Economist Hardard Arineitwe, speaking on behalf of the Prime Minister’s Office, praised Kabale’s impressive score of 93.93%. He explained that the performance assessment framework, rolled out in 2022/23 under the Intergovernmental Fiscal Transfer Reform, focuses on enhancing the performance of Local Government Units (LLGs). The framework addresses challenges in planning, budgeting, procurement, and reporting, while incentivizing progress in key sectors such as rural water, micro-scale irrigation, and the successful implementation of the Parish Development Model.
Arineitwe stressed that core service delivery lies at the LLGs, where efficiency directly impacts citizens’ lives and overall local development.
The District Speaker, Flavia Nyinakiiza, expressed gratitude to the Prime Minister’s Office for the recognition and pledged the political wing’s continued support for the technical team. She urged staff to work harder in weaker sectors to ensure Kabale rises to the number one position in future assessments.
