Kabale Leaders Begin Three-Day Benchmarking Visit to Top-Performing Isingiro District

Kabale District councilors and Heads of Department have begun a three-day benchmarking visit to Isingiro District to study best practices in local government management, service delivery, and the implementation of key government programmes, particularly the Parish Development Model (PDM) and production activities.

 

Kabale Chief Administrative Officer (CAO), Ronald Mutegeki, said the learning tour is intended to help Kabale understand how Isingiro has consistently excelled in local revenue mobilization, service delivery assessments, and effective execution of government initiatives. He noted that Isingiro remains one of the country’s best-performing districts in the Office of the Prime Minister’s annual Local Government Performance Assessments.

 

Isingiro Principal Assistant Secretary, Aloysius Gumisiriza, told the visiting delegation that Isingiro District was operationalized in July 2005 after being curved out of Mbarara District. He revealed that the district has ranked either first or second nationally in service delivery assessments twice in the last four years.

 

Gumisiriza attributed the district’s success to committed staff who begin preparing for annual performance assessments as early as January, with customized targets for each department. He further said that due to strong performance over the past four years, the district has secured performance bonus funding amounting to UGX 12.3 billion.

 

He added that Isingiro maintains a strict zero-tolerance policy for poor performance, backed by strong teamwork and political support. The district has also aligned PDM with other government programmes and holds quarterly PDM implementation meetings to ensure consistency and accountability.

 

Kabale District LCV Chairperson, Nelson Nshangabasheija, emphasized that teamwork remains central to achieving equitable service delivery. He called on all stakeholders to remain committed, set aside differences, and prioritize service delivery above personal interests.

 

Kabale District Speaker, Flavia Nyinakkiza Kanagizi, said the study tour offers councilors a valuable opportunity to learn from Isingiro’s exemplary service delivery model and explore approaches for sustainable local economic development.

 

Addressing leaders from both districts, Kabale Deputy Resident District Commissioner, Michael Muramira Kyakashaari, urged unity and collaboration among all district stakeholders. He encouraged the visiting delegation to pay special attention to Isingiro’s agricultural zoning and production strategies to help boost output back home.
