Kabale RDC Warns Contractors Against Shoddy Work as Bigaaga Primary School Project Kicks Off

The Kabale Resident District Commissioner (RDC), Major Godfrey Katamba, has cautioned contractors operating in the district to strictly adhere to the specifications outlined in Bills of Quantities (BoQs) to ensure the delivery of quality infrastructure projects.
Major Katamba issued the warning on Monday, 8th December 2025, during the launch of the construction of a new classroom block and office at Bigaaga Primary School in Butanda Subcounty, Kabale District.
Speaking at the event, the Kabale District LCV Chairperson, Nelson Nshangabasheija, said Bigaaga Primary School was selected for the project to replace its old semi-permanent structures that have long hindered effective teaching and learning.
He urged the contractor to prioritize hiring local labour so that community members can directly benefit from the project. Nshangabasheija also emphasized zero tolerance for substandard work.
According to the Kabale District Engineer, Eng. Januario Turinawe Bagamuhunda, the construction works—comprising a classroom block and an office—will be undertaken by Fleco Holdings Limited, in line with the approved construction specifications.
