New Kabale District Service Commission Members Sworn In

Kabale, Uganda – The Chief Magistrate of Kabale, His Worship Derick Byamugisha, has officially administered the oath of allegiance to newly appointed members of the Kabale District Service Commission during a ceremony held at the district headquarters.
The newly sworn-in members include Bernard Tumukunde, who assumes the role of Chairperson, Jackline Njuyarwo as the Woman Member, and Rev. Peace Ndyamuhaki, who represents Persons with Disabilities on the commission.
The trio replaces former commissioners Jovan Rwamafa Rwananure (Chairperson), Beatrice Twayaga, and Christine Byabagambi. They join serving members Arigye Oddo and Hajji Issa Kirarira, whose terms are still ongoing.
Their appointment was approved by the Public Service Commission during its 836th meeting held on April 17, 2025, in line with Article 198(2) of the Constitution of the Republic of Uganda and Section 59(2) of the Local Government Act, Cap 138.

Speaking at the event, Chief Magistrate Byamugisha urged the new members to uphold the law in the execution of their duties. He warned that any decisions made outside legal boundaries could result in legal repercussions, both for the district and for the commissioners as individuals.
“You will be personally liable for any actions made in contravention of the law. I encourage you to always seek legal counsel when in doubt,” said His Worship Byamugisha.
Kabale Chief Administrative Officer, John Asiimwe, also encouraged the new commissioners to prioritize honesty and truthfulness in their operations to uphold the credibility of the commission.
Kabale District Chairperson, Nelson Nshangabasheija, cautioned the members against soliciting or accepting bribes during the recruitment process, noting that the integrity of the commission reflects directly on the district’s reputation.
In his inaugural remarks, the newly sworn-in Chairperson, Bernard Tumukunde, pledged to uphold professionalism and integrity in the commission’s work. He also warned the public, especially job seekers, against attempting to bribe commission members in exchange for employment opportunities.
“We are here to serve with integrity. No job seeker should think that money can secure them a position in the public service,” Tumukunde emphasized.
The ceremony was attended by various district officials and stakeholders.
