Nshangabasheija Bows Out as Kabale LCV Chairperson, Cites Service Delivery Gains

The outgoing LCV Chairperson of Kabale District, Nelison Nshangabasheija, has officially handed over office to the Chief Administrative Officer, Robert Mugabe, marking the end of his 2021–2026 term.
The handover ceremony, held at the district headquarters, was witnessed by Resident District Commissioner Godfrey Katamba, Deputy RDC Michael Muramira Kyakashaari, heads of departments, and other technical staff.
The exercise was conducted in line with Article 175 of the Constitution of Uganda, the Public Service Standing Orders 2021, and Section 186 of the Local Government Act, which require outgoing public officers and executive committees to officially hand over office at the end of their tenure.
Nshangabasheija, who was elected in 2021, served a full term before losing the recently concluded elections to Denis Ndyomugyenyi Nzeirwe.
During the handover, Nshangabasheija highlighted achievements registered under his administration, particularly in education, infrastructure, and community empowerment programmes.
In the education sector, he noted improvements in school infrastructure and learning conditions through construction and rehabilitation projects across the district. Among the completed projects were classrooms, science laboratories, administration blocks, staff houses, multipurpose halls, and VIP latrines at schools including Kakomo Secondary School, St. Barnabas Secondary School, Maziba Primary School, Nyabushabi Primary School, and Rukore Community Polytechnic.
He also pointed to progress in improving classroom-pupil ratios, desk availability, and sanitation facilities in both primary and secondary schools.
Despite the achievements, Nshangabasheija acknowledged several persistent challenges affecting education service delivery, including understaffing, inadequate infrastructure, and lack of government-aided schools in some parishes such as Butengo and Rushaki. He also noted that Rubaya Sub-county still lacks a government-aided secondary school, forcing learners to walk long distances and contributing to school dropout rates.
On community development and wealth creation programmes, the outgoing chairperson reported that since 2021, the district has disbursed over UGX 3.9 billion under the Social Assistance Grants for Empowerment (SAGE), benefiting 2,729 elderly persons.
He added that UGX 288 million had been extended to persons with disabilities under the National Special Grant, while UGX 111 million supported older persons through the Special Enterprise Grant for Older Persons (SEGOP).
Under youth and women empowerment programmes, UGX 333 million was disbursed to youth groups through the Youth Livelihood Programme (YLP), while UGX 414 million supported women groups under the Uganda Women Entrepreneurship Programme (UWEP).
Nshangabasheija also outlined unfinished priorities that require continued government intervention, including the tarmacking of the Katuna–Rubaya–Muko Road, construction of the Kyanamira–Katookye Bridge, establishment of a ferry on Lake Bunyonyi, and compensation of people affected by the 1994 Rwanda conflict along the border.
In his farewell remarks, he thanked President Yoweri Kaguta Museveni for his leadership and commitment to national development, and also commended Chief of Defence Forces Muhoozi Kainerugaba for supporting community projects through the UPDF Engineering Brigade.
He further appreciated the Kigezi security team, district councillors, and both former and current Chief Administrative Officers for the cooperation and technical support extended to him throughout his term.
Speaking during the ceremony, CAO Robert Mugabe praised Nshangabasheija for fostering teamwork between political and technical leaders, noting that his leadership contributed to improved service delivery and the district’s strong performance during the 2024 national assessment by the Office of the Prime Minister, where Kabale ranked fourth nationally.
Resident District Commissioner Major Godfrey Katamba also commended the outgoing chairperson for effectively executing his oversight role and ensuring steady service delivery during his tenure.
